The quantity line on a VMware quote is worth more scrutiny than the price line, because two minimums frequently decide it before any rate is applied. Teams that can produce their own core count walk into a quote conversation able to check the number. Teams that cannot are accepting someone else's arithmetic.
This is how to count correctly, with worked examples and the reason host density is now a commercial decision.
The Two Rules
Rule one: 16-core minimum per CPU socket. Every populated socket licenses at a minimum of 16 cores, even when the physical CPU has fewer. Eight physical cores licenses as 16. Twelve licenses as 16. Twenty licenses as 20 — above the minimum you pay for what you have.
Rule two: 72-core minimum per order. Since April 2025, an order floors at 72 cores. If your whole estate totals fewer licensable cores, you license 72 anyway.
And one clarification that saves people from over-estimating: physical cores, not threads. A 16-core CPU presenting 32 logical processors is 16 licensable cores. Hyper-threading does not affect the count.
Worked Examples
Small estate — three hosts, 2 x 8-core CPUs each.
Physical cores: 3 x 16 = 48. Each 8-core socket raises to 16, so 6 sockets x 16 = 96 licensable cores. Above the 72 floor, so 96 is the number. A three-host cluster licenses like a considerably larger estate — this is the arithmetic behind most "why is this so expensive" questions.
Very small estate — two hosts, 2 x 10-core CPUs each.
Physical cores: 40. Socket minimum: 4 sockets x 16 = 64. Below the 72 floor, so you license 72. You are paying for 32 cores that do not exist.
Modern estate — four hosts, 2 x 32-core CPUs each.
Physical cores: 256. Every socket is above 16, so no uplift. 256 licensable cores, well clear of the floor. Here the minimums are irrelevant and you simply license what you run.
The pattern: minimums hurt small and old, and disappear on dense modern hardware.
Why Host Density Became a Cost Decision
Compare two ways of delivering similar capacity.
Four hosts with 2 x 8-core CPUs: 64 physical cores, licensing as 128 under the socket minimum.
Two hosts with 2 x 32-core CPUs: 128 physical cores, licensing as 128 — with substantially more compute for the same licence count.
Same licensed quantity, very different capacity. That is why a hardware refresh is now a licensing exercise as well as an infrastructure one, and why consolidating onto fewer denser hosts is one of the few genuine cost levers left.
The trade-offs are real and worth stating: fewer hosts means a larger failure domain, and you still need enough hosts for your availability requirements — N+1 at minimum, and cluster features need somewhere to fail over to. This is a sizing conversation, not a maximisation exercise.
Produce Your Own Number First
Before you request a quote, build the count yourself:
- List every host you will license, with physical cores per socket.
- Raise any socket below 16 up to 16.
- Sum across sockets, then across hosts.
- If the total is under 72, use 72.
- Remove decommissioned hosts — they turn up on quotes more often than you would expect.
Then compare against the quantity on the quote. If they differ materially, ask which host list was used. A good partner shows that working; a quote that arrives as a single number with no derivation is one you cannot check.
